Following the "Pet Blind Box" incident in Chengdu, on May 11, a live courier was discovered at Yizhongtong Express Station in Suzhou, Jiangsu Province!

On the 12th, the Suzhou Postal Administration issued a notice, which stated that when law enforcement officers from the Suzhou Postal Administration arrived at the scene, they found 13 pet blind box express items and the animals were dead.

According to the manifest information, this batch of express parcels was sent on May 5, 2021. The sender's address was Shuanggou Village, Guanhu Town, Pizhou City. It arrived at the Chengdu transit department on the 7th and was returned to the sender by the Chengdu transit department on the 8th. It was sent to the Suzhou transit department due to the wrong distribution.

Currently, the Suzhou Postal Administration is conducting a detailed investigation into the case. The case will be handled in accordance with the law as soon as possible and the results will be reported.

According to the Beijing Youth Daily, dozens of returned express packages were found in a Zhongtong Express transfer station in Suzhou, containing dying cat and dog puppies.

According to the on-site courier receipt provided by volunteers, we learned that the goods were named "Mixed-breed Satsuma male" and "Published puppy", etc., but they were actually non-breed cat and dog pups. This batch of rejected packages was sent from Taihu, Jiangsu on May 5. The cats and dogs were sealed and transported, seven days after the incident was disclosed.

There was a heavy rain in Suzhou the day before the incident was disclosed, and most of the cats and dogs piled outside the Zhongtong Express factory died.

On May 3, some netizens reported that a large number of blind pet boxes appeared at a courier point in Chengdu, and many kittens and puppies were dying on the roadside. @中通express Weibo issued a notice on the 4th saying that after investigation and verification, these live animals were sold online by e-commerce customers on the platform, and Zhongtong Express Chengdu Hehuachi outlet illegally collected them. Since May 5, ZTO Express Chengdu Hehuachi outlet has suspended express collection business, conducted a comprehensive self-inspection, and cooperated with relevant departments in the investigation; at the same time, the delivery safety person in charge of ZTO Express Sichuan Provincial Management Center was suspended for inspection, and his annual performance bonus was deducted.

What the "Pet Blind Box" exposed

In March 2020, the State Post Bureau issued a notice requiring strict regulations on the delivery of live animals other than protected wild animals. For live animals that can be delivered, companies should require senders to package them safely and properly. During transportation, sorting, and delivery, express mail containing live animals must be effectively physically isolated.

Liu Junhai, professor at the School of Law of Renmin University of China and director of the Institute of Commercial Law, pointed out that consumers of "blind boxes" still have the right to know and other legitimate rights and interests. Merchants must not try to use loopholes in the e-commerce platform and the "black box method" of blind boxes to escape supervision and take the opportunity to put defective pets or "three-no products" into blind boxes for sale, otherwise they will face penalties.

Liu Junhai said that platform companies are the first person responsible for implementing the Animal Epidemic Prevention Law and the E-Commerce Law. In the "Pet Blind Box" incident, the platform condoned and allowed relevant sellers to violate the Animal Epidemic Prevention Law and engage in pet blind box business in a disorderly manner. The platform neglected self-regulation and failed to fulfill relevant legal and social responsibilities. The platform needs to bear corresponding legal responsibility for the consequences of its negligence.
